전 세계적으로 한류가 지속되면서 K-콘텐츠의 범위 또한 웹툰, 음식으로까지 확대되고 있다. 또한 다양한 정보통신 기술의 발전에 따른 디지털 산업의 성장은 K-콘텐츠를 전 세계에 확산하여 다양한 부가가치를 창출하고 있다. 이에 K-콘텐츠의 불법 유통으로 인한 저작권 침해 문제 또한 주요한 사회 문제이자 범법 행위로 대두되고 있다. 이에 이를 해결하기 위한 다양한 해결방안이 필요한 시점이다. 현재 우리나라 문화는 미디어 기술과 결합하여 K-드라마, K-pop, K-웹툰 등 글로벌 문화로 자리잡고 있다. 따라서 이러한 K-콘텐츠의 불법 유통이 허용되지 않도록 인공지능을 활용한 저작권 기술보호 시스템을 ODA 국가에 기술이전 한다면 국내·외적으로도 많은 부가가치를 창출할 수 있을 것이다. 한편 정부는「기술이전·사업화 촉진계획」을 수립하여 시장 확대와 혁신 기술 확장을 통한 국가 성장을 도모하고 있다. 따라서 기술이전이 저작권을 비롯한 지식재산 분야에 적용했을 때 많은 경제적 가치가 예상된다. 이에 본 연구에서는 저작권 보호기술을 해외 국가에 이전하여 저작권 보호를 할 수 있는 방안을 제시하고자 하였다. 이에 기술이전 국가를 선정하기 위한 선정기준을 개발하여 필리핀, 베트남, 인도 국가를 최적의 기술이전 국가로 도출하였다. 이들 국가는 우리나라와 오랜 역사를 함께 한 아시아 국가들로 지속적인 경제발전을 이루고 있으며, 인도·태평양경제프레임워크(IPEF)를 구성하는 국가들이다. 본 연구에서는 이들 국가들에 인공지능 기술을 활용한 저작권 보호기술을 이전하는 방안으로 ODA 지원 방안을 제시하였다. 또한 이들 국가들의 사회, 경제, 문화적 실정에 맞는 기술이전 형태와 과정을 제시하였다. 이를 통해 한류 문화가 전 세계적으로 확산되면서 협업을 통해 우리나라의 문화 산업이 지속적으로 성장을 기대할 수 있을 것이다.

As the Korean Wave continues around the world, the scope of K-content is also expanding to webtoons and food. In addition, the growth of the digital industry due to the development of various information and communication technologies is creating different added values  by spreading K-contents around the world. In the same way, the issue of copyright infringement due to the illegal distribution of K-contents is also emerging as a major social problem and a criminal act. Therefore, it is time to come up with various solutions to solve this problem. Currently, Korean culture is becoming a global culture such as K-dramas, K-pop, and K-webtoons in combination with media technology. Therefore, if the copyright technology protection system using artificial intelligence is transferred to ODA countries to prevent the illegal distribution of such K-contents, it will be possible to create a lot of added value both domestically and internationally. On its part, the Korean government has established the "Technology Transfer and Commercialization Promotion Plan" to promote national growth through market expansion and innovative technology expansion. Therefore, when technology transfer is applied to the field of intellectual property, including copyright, it is expected to have a lot of economic value. Accordingly, this study sought to suggest a way to protect copyright  by transferring copyright protection technology to overseas countries. Accordingly, selection criteria were developed to select technology transfer countries. The Philippines, Vietnam, and India were derived as the optimal technology transfer countries. These countries are Asian countries with a long history with Korea, achieve continuous economic development, and also make up the Indo-Pacific Economic Framework (IPEF). In this study, ODA support was proposed as a way to transfer copyright protection technology using artificial intelligence technology to these countries. Additionally, technology transfer forms and processes appropriate for the social, economic, and cultural circumstances of these countries were presented. Through this, as Korean Wave culture spreads globally, Korea"s cultural industry can be expected to continue to grow through collaboration.
